Tyger Tiger starts out as a Madripoor crime lord who makes moves to oust her rivals, but unlike other crime bosses, she wants to clean up the streets.
Jessan Hoan graduates from Harvard and starts working for her family’s bank, the Hoan International Bank, in Singapore. She quickly becomes a successful young executive and helps the bank become a rival to Asia’s largest bank, the Meridian Bank. Failing to subvert the Hoan Bank’s success through legal means, the Meridian Bank’s heads pay the Madripoorian crime lord Roche to deal with the problem. Roche, in turn, hires the cyborg mercenary group, the Reavers, to attack the Hoan Bank.
They loot the vault and murder almost all of the bank’s staff, leaving Jessan as the sole survivor. Despite efforts to resist them that earned her the nickname “tiger” from the Reavers, they kidnap her and take her back to their base in the Australian outback. There, the Reaver Pretty Boy tries to reprogram Jessan’s mind, replacing her moral standards with an amorality more appropriate to a Reaver and endowing her with enhanced fighting skills; however, he is interrupted by the arrival of the X-Men, leaving Jessan’s reprogramming incomplete. Though her original personality is no longer intact, she is not completely amoral either. When the Reavers are defeated, the X-Men’s ally Roma returns Jessan to the place and moment from which she was originally abducted.
Upon returning, Jessan learns that the Reavers’ attack had crippled the Hoan Bank’s operations, forcing it out of business. It makes her an outcast, as being the massacre’s only survivor, leaving her suspected of being in league with the Reavers. Learning that Roche is behind the Reavers, Jessan moves to Madripoor and sets herself up as a rival crime lord, calling herself “Tyger.”
Tyger Tiger is a highly formidable hand-to-hand combatant and has great skill with firearms and knives. She briefly wears a suit of flexible yet seemingly indestructible armor that she receives on loan from Landau, Luckman & Lake. A talented financial executive, Tyger is also a skilled negotiator and cunning strategist, making her a fearsome business rival.
The crime lord Roche is one of Jessan’s earliest enemies. He’s responsible for hiring the Reavers to attack Jessan’s family’s bank, and later when Tyger becomes his business rival, Roche hires super-powered enforcers to defeat her. Other rivals include Akihiro, AKA Daken, and Kimura, but Tyger eventually overcomes all her rivals.
Tyger allies with Logan/James Howlett, AKA Wolverine against Roche’s enforcers, and even helps clear his name when he’s framed for murder. In her efforts to rule over Madripoor, she later allies with Tony Stark, AKA Iron Man. She also reluctantly works for Wolverine’s son Daken in secret as a figurehead.

As a rival crime lord, Roche hired super-powered enforcers such as Douglas Scott, AKA Razor-Fist, to help defeat Tyger, and in turn she enlisted the help of Wolverine. When Roche mistook the Princess Bar’s proprietor O’Donnell for the Tyger and had him kidnapped, the true Tyger and Wolverine stole into Roche’s villa to rescue him. While Wolverine dealt with Razor-Fist, Tyger beheaded Roche. Tyger then petitioned Madripoor’s Prince Baran for the right to take over Roche’s criminal empire, and set about dismantling Roche’s drug trafficking and slave rings; however, this left a void that was soon filled by General Nguyen Ngoc Coy, leading to a gang war that was resolved only after both sides agreed not to interfere with each other’s operations.
Tyger later faced rival criminals Silas Burr, AKA Cyber, Chon Li, AKA Aardwolf, the Folding Circle and Abd-el-Hazred, AKA Abdul Alhazred, but overcame them all. When Baran and Coy framed Wolverine for murder, Tyger helped clear his name, after which Coy shot and apparently killed Baran in an act of self-preservation but was himself shot by Tyger. She was later among those women in Wolverine’s life who were co-opted by the nihilist Viper (the former Madame Hydra) to capture Wolverine and force him to honor an old vow that saw Wolverine and Viper married, paving the way for Viper to become Madripoor’s new ruler.
Tyger was soon forced underground after Viper marked her for death. Increasingly unhappy with Viper’s rule, which saw Madripoor turned into a haven for the terrorist Hydra organization, Tyger agreed to the help offered by S.H.I.E.L.D. Director Tony Stark in overthrowing Viper. After Stark tricked Viper into publicly declaring her intent for Hydra to control Madripoor, Tyger incited the people to openly rebel against her rule.
As Iron Man, Stark defeated Viper’s bodyguards and destroyed Hydra’s latest doomsday weapon while Tyger’s rebellion advanced on the palace. As a result, Viper was forced to flee, and Tyger was crowned interim ruler. She established a free election process to allow the Madripoorian people to elect their new ruler, after which she resumed control of the criminal underworld.
Tyger subsequently aided Wolverine and Frank Castle, AKA Punisher, against a pair of Predator X's set against them by Kimura and Viper.
While attempting to clean up the streets of Madripoor, Tyger was contacted by Daken, who recently faked his death to dominate the world from the shadows. He offered to help bring down the banking group that ran Madripoor. Intrigued, Tyger and her team followed his intel on the group, and in an attempt to take them down, a series of bombs killed the bankers. However, the banker’s ledgers were saved and in Daken’s possession. He then used an electromagnetic pulse to wipe out the country’s financial records. Without her resources, Tyger ceded control to Daken and became his figurehead, realizing it was better to be in the circle of power than outside of it.
Tyger soon allied with former friend Remy LeBeau, AKA Gambit, and Laura Kinney, AKA X-23, to take down a new threat to Madripoor, Malcom Colcord, who was responsible for countless reincarnations of the Weapon X Project. Through this allyship, Tyger regained control of Madripoor, disrupting Daken’s hold over it. Before Gambit departed, she kissed him, something she had wanted to do for a long time.
When Tyger attempted to stop the slave, arms and drug trade in Madripoor, she was met with resistance in the form of Kimura, former handler of Laura Kinney, now going by Wolverine. Kimura infected Tyger with a trigger scent that made Laura violent, but her clone-sister Gabby Kinney, AKA Scout, Gambit, and a Life Model Decoy put a stop to the out-of-control Laura. Tyger attempted to turn Laura over to Nick Fury, Jr. of S.H.I.E.L.D., who had a warrant out for her arrest, and holding her in a mountain, she was soon met by Kimura, who threatened to take down the mountain. A battle ensued, and Laura ultimately killed Kimura, leaving Madripoor in Tyger’s capable hands.
When ex-KGB assassin and sometimes Avenger Natasha Romanoff, AKA Black Widow, arrived on Madripoor, Tyger and her right-hand-man Tech Ed allied with her to shut down a website forcing Madripoorian children in a vile contest of sport and profit. An escaped victim with missing hands spoke of a man with an “NRI” tattoo, so Natasha found the man, Vlad, acting as bodyguard to the “Prince of Madripoor.” Tyger and Natasha approached the Prince, and Tyger let loose with her fists, accusing him of being behind the sickening site. He claimed he knew nothing of it and praised her for all that she had done for Madripoor. Suddenly, a missile came careening towards them. Though Tyger and Natasha survived the blast, the Prince did not, and they realized he was the fall guy. The real man behind the curtain was Tech Ed. Black Widow proceeded to take him down, and Tyger set up a gym at the Princess Bar for the children, who were calling themselves “Widow Warriors” and wanted to be a hero just like the Black Widow.
